Can I apply for a visa to Kaliningrad?
This option is limited to citizens of the following 53 countries, including 38 European nations.

Unfortunately, it doesn’t include all countries. Remember that there is a list of countries with visa-free entry to Russia.
How to get it?
Looks like it will work like this:
- Fill in the request at least in 4 days before arrival. (Starting from July 1st)
- Wait for approval
- Show the confirmation at the border
E-visa will be issued for a single entry, max 8 days stay, valid for 30 days.
